Portland police have found a missing four month old boy in the front yard of a home on NE 139th Avenue. The baby was reported missing just after 2 AM from a home on SE 148th Avenue. Later that afternoon Portland Police say they have arrested the person they believe is responsible. Investigators have arrested and charged 17-year-old Kabriana Harper with one count of Kidnap in the Second Degree, a Measure 11 crime. Police say Harper is a cousin of the 4-month-old boy's mother and had been recently staying with her for a few days. Investigators say she took the baby from the home, then abandoned the 4-month old under a tree in the 400 block of Northeast 139th Avenue. The infant has been taken to a hospital for evaluation. Harper was extensively interviewed after she returned to the home, then was lodged into the Donald E. Long Juvenile Detention Home.
