A Fee For Studded Tires?

Efforts to ban studded tires outright in Oregon have fallen flat in recent years. Now, state lawmakers are looking at other options to deal with the damage studs cause to Oregon roads. The Oregon Department of Transportation estimates the state spends 11-million dollars each year repairing studded tire damage. One idea would be to  impose a fee on dealers who sell studded tires. Another would require a permit for drivers who want them. That permit would include a fee.
