Plastic bags could do even more of a disappearing act in Portland if City Council approves an expansion on its plastic bag ban today. The mayor wants  all retailers to offer only recycled paper bags or reusable bags. Big retailers would need to adhere to the ban starting in March with smaller stores jumping on board in October. Opponents claim the expanded ban will hurt small businesses. The proposal does not include a five cent charge for paper bags. That would be left up to individual retailers to decide. Currently the plastic bag ban applies to 170 large grocery stores and big stores with pharmacies.
