Surveillance Video Leads to Arrest of North Portland Arsonist

PORTLAND — A surveillance camera caught the actions of an arsonist and vandal in North Portland’s Portsmouth neighborhood.  An officer recognized the culprit as a man he’d had previous contact with and that led to the suspect’s arrest.

Police say 20-year-old Richard Simms Junior set at least six fires and threw rocks through car windshields between three and four o’clock on Saturday morning.  He’s accused of setting houses, cars, some abandoned furniture and a recycling bin ablaze.

Simms is charged with arson and reckless burning.
