State, Contractor Faulted for Cover Oregon Fiasco

SALEM — An independent review of Oregon’s troubled health insurance exchange has found that a breakdown of management, an overly ambitious scope, and low quality of work by technology contractor Oracle Corp. are some of the reasons for Cover Oregon’s failed launch.

Details of the investigation were announced by Gov. John Kitzhaber at a press conference on Thursday.

Kitzhaber lashed out at Oracle, saying the review found the company had missed deadlines and performed incomplete work.

Kitzhaber said Bruce Goldberg has resigned as director of the Oregon Health Authority. Goldberg has been interim director of Cover Oregon and will remain in that position until the new executive director is hired.

Oregon is the only state where the public still can’t sign up for health insurance online in one sitting.
