Supplier Arrested For Deadly Heroin Overdose

PORTLAND — A drug dealer suspected in several heroin investigations and at least two deadly overdoses is facing charges in the death of a Tigard woman.

35-year-old Raul Ramirez of Vancouver, who poses as a woman named “Vicky” was arrested during a traffic stop in Hillsboro.  He’s on a federal hold for violating parole.  After surveillance on his vehicle, authorities moved in and seized six to ten ounces of heroin from his apartment.

43-year-old Michelle Conklin overdosed last week.  According to a federal affidavit, her husband bought the drugs and injected most of it into himself.  He says he and his wife were users of heroin or methadone for more than 20 years, but that his wife had been clean for the past four to five months.

After passing out from the injection, Joseph Conklin says he woke up to find his wife face down unconscious in the hallway of their apartment.  He told police he bought a half gram for $50 and identified the dealer, 36-year-old Kevin Pierce, who then spilled the beans on his supplier.  

Pierce said he usually bought a half-ounce daily for $600, which Ramirez admitted.
